To qualify for admission, applicants must meet all of the following requirements. Admission is selective and meeting these minimum requirements does not guarantee admission. 1. General Admission Requirements of the University Applicants seeking admission to a master's degree program should have obtained a bachelor’s degree from a recognized institution, or an approved equivalent qualification. 2. English Language Admission Requirements Applicants have to fulfill English Language requirements with one of the following proficiency attainments: TOEFL iBT: 80 (for tests taken prior to 21 January 2026) * 4.5 (for tests taken from 21 January 2026 onwards) * TOEFL pBT: 550 TOEFL Revised paper-delivered test: 60 (total scores for Reading, Listening and Writing sections) IELTS (Academic Module): Overall score: 6.5 and All sub-score: 5.5 * * Refers to scores in one single attempt only. Test at home option is not accepted. Applicants are not required to present TOEFL or IELTS score if their first language is English, or they obtained the bachelor's degree (or equivalent) from an institution where the medium of instruction was English. 3. By equipping them with the skills and knowledge to cope with the increasingly dynamic and complex challenges of the public sector, they would develop managerial capacities, such as the analytical skills, managerial competence, and political acumen, that are essential for successful career in public sector organizations. Given the importance of technology innovation and sustainability, the program provides the students with an interdisciplinary study with a strong emphasis on the policy, management and governance issues concerning technological innovation and sustainability. 三、学习目标（英文原文） On successful completion of the program, graduates will be able to: Deploy, in a variety of different policy-relevant contexts, the necessary academic and management tools to develop their leadership potential. Analyze and manage complex multi-dimensional policy and managerial issues. Demonstrate a strong appreciation and capacity in policy analysis and management while addressing analytical, operational and political challenges. 四、课程设置（英文原文） Minimum Credit Requirement 27 credits Credit Transfer Subject to the approval of the Program Director, students may apply for course substitution or credit transfer of no more than 12 credits. Elective courses offered by PPOL: Students can take any PPOL postgraduate courses to meet the elective course requirement. ii. Subject to the approval of the Program Director, a maximum of two postgraduate courses outside the above list may be taken as “Electives offered by other departments/divisions”. Professional Development Course Requirement Students are required to complete PPOL 5770. PPOL 5770 Remarks Full-time students should take a minimum of 12 credits and up to a maximum of 15 credits of coursework per regular term. Part-time students may take a maximum of 9 credits in each term.
